President Palma Issues a Call for Troops.
FIGHTING STILL GOES ON
Government Scores Number of Victories Over Insurgents Yesterday-Revolutionists Somewhat Discouraged at Trend of Events.
HAVANA, Aug. 25.-President Palma has officially called for volunteers to compose the national militia to co-operate with the government forces under command of the chiefs of the rural guards. The pay runs from $200 a month for chiefs of battalions down to $2 a day for privates.
Congressman Faustino Guerrero who goes under the nickname of "Pino" Guerrero and the men under him still constitute the strongest group in the revolutionary movement against the government, but neither Guerrero nor the government forces seem ready to engage in a decisive fight. The force under Guerrero is concentrating along the Bolondron Hills between San Juan de Martinez and Guanes. The officials at Havana while they decline to give the particulars regarding the strength of the government forces now at San Juan de Martinez, intimate tonight that it is much larger than hitherto permitted to be known. This is fully confirmed by an Associated Press correspondent.
General Rodriguez, commander of the rural guards said tonight he was not aware of the exact numerical strength of Guerrero's force but does not believe it totals anything like 2000 men. He is apparently confident the present campaign will result disastrously to Guerrero. Up to the present time the government has not suffered a reverse of any consequence and today it chronicled further victories. The principal of these came as an attack by Major Gomez upon the Reinosos band of two hundred

insurgents at Casajal near Santa Rosa.
After the first exchange of shots, the
rural guards chased the enemy, who dis-
persed and fled. The report of this
occurrence was received tonight and
says that 23 revolutionists were killed
or wounded.
This makes the engagement the most
serious yet fought. The rurals did not
sustain any serious injury. Those con-
ducting the affairs for the government
are considerably encouraged, while it is
undeniable there is some discouragement
among the conspirators, who a week ago
hoped the moderates would be swept
out of power immediately. A striking
feature of the situation is the compara-
tive difference of the masses of the
people. The average Cuban takes little
interest in the trend of events.
