The Mayor Meant Well
We believe the Mayor of Gaithersburg had good intentions when he appeared before the County Council to lend his voice to those who requested favorable zoning so IBM could proceed with their construction of a $15 million installation just northwest of Gaithersburg. But he should have realized that the Council would not react kindly to the suggestion that the town of Gaithersburg would annex the proposed site if the Council did not approve the zoning.
In the first place, Mr. Duvall should have known that the members of the County Council are public servants who are quite capable of seeing the tremendous advantages of having IBM choose Montgomery County as headquarters for one of its important divisions. He also should have known that these members will do everything possible to remove any technicalities that must be cleared before approval can be given.
No official governing body objects to suggestions, but we doubt if it welcomes even thinly veiled threats. Therefore, Mr. Duvall's appearance probably kept the Council from making a decision in record time - at the end of the hearing last Tuesday. But the approval of this zoning application will probably be made today.
IBM officials have chosen Montgomery County for the location of an important installation and they only go where they feel the community will welcome them. And this welcome is fairly evident from all agencies and officials with a broad view of things and a keen sense of community responsibility.
