Sir,—Since the publication of the squib of Verbum Sapientis this evening, in the form of handbills for general circulation, I have taken the trouble to examine the Journal of the House of Delegates to find what it was that Mr. Stuart had done upon the Loan question which seems to offend Sapientis so much.
I find in Doc. No. 22, session of 1837-8, a report drawn by Joe Watkins, the great father of Democracy in Va., recommending a loan, not of $12,000,000, but of $8,835,000, for works of Internal Improvement.
I find also page 185, the ayes and noes upon the indefinite postponement of the 'scheme.' Among those opposed to postponement, and of course in favor of the plan, I find Stuart and Kinney, of Augusta, M'Dowell and Leyburn. of Rockbridge, Cootee and Thomas, of Rockingham, Conn and Crawford, of Shenandoah, and Mullen, of Hardy.
Mr. Sapientis is welcome to all the capital he can make out of the vote, in a district, Nine out of TEN of whose delegates voted with Mr. Stuart.
