The interstate commerce commission is displaying remarkable consideration for the feelings of the railroad managers. It finds that freight rates on cattle in the west are not higher than they should be. At the same time it suggests that the roads reduce the rates to a figure equivalent to 80 per cent of present charges. If existing rates are no higher than they should be, the public may be curious to know why a reduction has been recommended. There seems to be on all sides an unwillingness to face the freight rate situation honestly.
