We are credibly informed. that proposals have lately been made to Congress, by the Court of Spain, through the Spanish Encargado residing in this city, for granting to American vessels particular privileges in the Spanish ports, for 30 years, on condition the United States for a like term of years will relinquish their right of navigating in the Mississippi. The delegates from the Northern States,we are told, are in favour of accepting the proposals on the condition stipulated, but they are spiritedly opposed by those of the southern States, particularly Virginia, whose delegates declare, that should the measure be adopted. the other States must consider themselves responsible for all the consequences resulting therefrom.
