Capt. Lewis Horton, of the Schr. Charles R. Vickry, who left Baltimore on a voyage from Baltimore to Taunton, Massachusetts where the vessel belongs, and was driven by stress of weather into Hampton Roads, complains through the Baltimore American Democrat, of the manner in which he was treated by the Inspectors under the Inspection Law of the State of Virginia-and the American Democrat is inclined to believe that the law will be found unconstitutional, as contravening that section of the bill of rights, which condemns "general warrants." The subject is likely to be made a matter of legal adjudication.
