Letters from Hamburg, Feb. 16.

"The Rupture between Spain and England is a Phænomenon that must soon cease. History, perhaps, cannot furnish an Example of a War begun on such frivolous Pretexts. What have the two Nations to charge each other with? It is something singular, that this War should take its Rise from a pacific Negotiation. I shall only add, that if the Animosity of one Nation against another, is the Measure of the Vigour and Continuance of the War between them, this War will not last long."
