Group to Guard
Private Rights
WASHINGTON -- President Truman has appointed a laundry committee to wash the dirty linen that has been left in the wake of security checks and the problems of protection against treason and sabotage.
A nonpartisan group of nine has been created by the President, to be headed by Retired Fleet Admiral Chester W. Nimitz, and charged with digging into the mess created by the loyalty conflict and the necessity to protect individual rights.
The Commission on Internal Security and Individual Rights will have as its task the job of reviewing the legislation pertaining to subversive activities laws, while determining the best way to preserve the dignity of the individual.
The group will "seek the wisest balance that can be struck between security and freedom," said Mr. Truman in a statement accompanying his executive order.
"We must guard our freedom well," he continued, "guard it from armed assault, guard it from subversive infiltration, guard it from internal suppression and the deadly imposition of conformity. For the kind of freedom we have enjoyed in this country has been the shining goal for millions in other lands-and the results of freedom in this country have been the shattering reply to the false claims of Communist imperialism."
Admiral Nimitz's eight colleagues will include prominent lawyers, educators and others with some experience in handling civil rights and security problems.
President Truman told the group, to be named soon, that he didn't believe the commission should limit itself to government actions, but should consider the problem as it affected state and local governments, private groups of all kinds and individual citizens.
"I hope that the work of this commission will provide guidelines of sufficiently wide application to be helpful in protecting both internal security and individual rights in every part of our national life," he said.
Giving the group a free hand to investigate where and how they will, Mr. Truman asked for a report in a year's time, and also for interim reports.
