The Boston Statesman remarks that it has some authority for stating that Mr. Russell had no knowledge of an intention to make the call which led to the communication of his letter, either by Mr. Floyd or Mr. Fuller; but that the former was induced to move for the call alone, by an intimation contained in one of the published documents, that it was Mr. Russell's intention, while in Europe, to express to the government his reasons for dissenting from a majority of the Commissioners, on the subject of ceding to the English the right of navigating the Mississippi. The Statesman adds: "So far from inciting to the publication, we understand Mr. Russell frequently refused to furnish a copy, to individuals, when the President informed Congress that the document could not be found, but simply deposited with the Secretary of State, a duplicate for the use of the government."
