London, March 9.-The following extract of a letter from Capt. R. Dawson, of the Am. brig Hannah, dated Plymouth, March 3, affords an excellent practical comment on the Duke of Cadore's official notification of the repeal of the Berlin and Milan Decrees: "I sailed from Savannah on the 1st of Feb. and yesterday arrived abreast of the Start Point, at 2 P M. and perceived a sail coming up fast At 3 was hailed, and on answering from Savannah, bound to Portsmouth, and that I was an American brig, he ran up alongside, and kept up a fire of musquetry for 8 or 10 minutes, which has done us considerable damage. He afterwards boarded us with 20 or 30 men; hove the mate overboard, wounded most of the crew, myself they beat out of the cabin; took the hat off my head, broke open all my chests and trunks, and plundered them of every thing that was valuable; took my papers, writing desk, and all the cabin stores; took myself and all the crew on board their vessel, which proved to be a French privateer, but her name they would not tell; and steered to the southward, for the first port in France. In the morning, about 8 or 9 o'clock, we perceived a brig of war in chase; they bore up for the Hannah, took out all their men, put myself and crew into the boat, and cast us off to the mercy of the waves, with a small boat, all stove to pieces. I waved a handkerchief to the brig of war, which they perceived from the mast head tacked, picked us up, then run up to my vessel took charge of her, and steered for Plymouth The brig of war was the Persian, Capt. Bertan, which went in chase of the privateer
