UNITED NATIONS. (AP)-Cuba told the U.N. Security Council today the United States provoked a Soviet warning of rocket attack when it "exhumed" the Monroe Doctrine to dominate the Americas.
U.S. Delegate Henry Cabot Lodge replied that "the principles of the Monroe Doctrine . .. are fully alive and will be vigorously defended by the United States" to keep alien powers out of the Western Hemisphere, as agreed in inter-American treaties
The Council was debating a Cuban complaint of United States "economic aggression."
Argentina and Brazil were ready to introduce a resolution that would have the Council stand by while the Organization of American States deals with the issue.
Raul Roa, Cuban foreign minister, said the Soviet Union saved Cuba "from the Anglo-American petroleum blockade" and the resulting exasperation led the U.S. government "to declare economic war on the revolutionary government" of Cuba.
The United States also was led. he said. to "exhume" the Monroe Doctrine "and to take such a bellicose tone in its attitude that it provoked the paralyzing warning of the Soviet Union."
