In speaking of the Investigation Committee, now in session at Washington, the Nashville Banner says: Gen. Butler has brought about a change of tactics in the Potter committee. It has been determined to enter upon an investigation to determine whether Packard or Nicholls was legally elected Governor of Louisiana, and Butler has said he won't be able to prove that the electoral vote of the State was given to Hayes in accordance with an agreement whereby the State Government was to be given to Nicholls. This is not a new story, but while it is very generally believed to be a fact, it has not yet been proved. An investigation on this line must now be quite likely a shrewd scheme of Butler's to get evidence from unwilling witnesses through sympathy for Packard and the noble band of Louisiana martyrs who were sacrificed to save Hayes. When it comes to a question between Hayes and the martyrs they have the most friends, and some of them know a great deal which they are willing to tell in this cause, but would hardly be so anxious to divulge in any other way. Packard and Pitkin and Kellogg, and possibly the pert Mrs. Jenks may be useful here.
