The Vicksburg Whig gives the details of a fatal tragedy in that city. A quarrel between Mr H. B. Balch and Hugh H. Finney led to blows-the former beating the latter severely with a stick. Balch then left the room in which the fight occurred, and as he went out of the door, Finney discharged a pistol at him, the ball lodging in the hand of Balch. Col. A. M. Winn, a friend of Balch, under the impression that he had been mortally wounded, then shot Finney twice, who fell dead. Both Balch and Winn have been arrested.
