Eugene Higgins was on hand at the Baltimore primary election on Tuesday and worked in entire harmony with 'Gus' O'Donnell in favor of the great reform wave started over the country by his chief, President Cleveland. In the early part of the administration we heard much from President Cleveland condemnatory of 'pernicious partisanship' and 'pernicious partisan activity.' But, then, this was when a good many Republicans were still holding office, and was not intended for Eugene and his crowd when they became active.
