RICHMOND, August 23.

Extract of a letter from Halifax, North Carolina, dated August 12, 1780.

"General Gates is in possession of Camden by this time, as he was near that place when Capt. Watts left him advancing, and the enemy retreating; and hope shortly we shall be near Charlestown. We have had several skirmishes with the enemy, and have always been successful. We hear that there has been an embarkation lately from Charlestown of 1000 men for New York; I fancy they begin to be fearful of the French fleet attacking that place."

Late advices from England, and through a good channel, mention, that the House of Commons had voted down the board of trade and plantations, which looks as if they considered the colonies as lost to Great Britain. Through the same channel we learn, that England was too much exhausted to send any recruits to their army in New York; and that she was convulsed at home, Ireland falling off from her, and all Europe combined at least in inclination against her, yet she abated nothing of her pride and obstinacy.
