December 17. The late treaty between the French and the Dutch, is by no means a pleasing circumstance for this country: the former having thus secured to themselves an additional naval force, which, joined to the present strength of the House of Bourbon, must give them such a decided superiority as will most probably oblige this nation to look out for some foreign connection as a counterpoise to it. Before the late war, a similar treaty existed between the English and the Dutch; but as at that time we had not a single ally of any consequence to befriend us and espouse our cause, the Dutch plainly saw, that if they fulfilled the treaty, it might possibly irritate some powerful neighbour to attack their territories without our being able to render them any effectual assistance; thus a very useful ally was forced into an alliance with our national enemies. The late mail from Holland, which brought an extract of the English Memorial presented to their High Mightinesses, brought also letters to different people in town, in which the Hollanders are mighty pleasant at our presenting a Memorial which was intended to protract the completion of the French treaty, when it was known the same was actually agreed on, and the desire for the future never to hear Englishmen talk of the Dutch Government being dilatory in their proceedings.
