American Rights, bartered by Holland & France--We believe that the tenth article of the treaty of France and Holland, exhibits a profligacy of power unexampled in the annals of diplomacy. The property of an unoffending independent nation, a friend of both the contracting parties, openly given up from the sequestration of one, to the confiscation of the other power. No doubt can now remain of the determination of Napoleon of consolidating in the French funds the whole amount of American property which has arrived in Holland since January 1, 1809. From these funds, not one cent will ever be reimbursed to the neutral owner, but at the price of a war with England.

Duane, Irvine, and the 'Chronicle,' we dare say, will defend this action of Napoleon's --and advise the government to pray him to protect us in our degradation. ~ Boston Gazette.

A Picture.--The list of 384 American vessels and their cargoes, confiscated, sequestered, or detained, call it what you please, in the ports of France, Spain, Holland and Naples, presents a commentary upon the friendship of France sufficiently hostile to American prosperity, to excite all the applause of the democrats, from one end of the continent to the other. No doubt they went over all approved the conduct of the great emperor the best object of their respect and veneration. Let the people read Mr. Walsh's Letter "On the Genius & Disposition of the French government" and they will there see all this conduct predicted, from the known hatred of Napoleon to commerce in any shape; void.
