A Picture.--The list of 384 American vessels and their cargoes, confiscated, sequestered, or detained, call it what you please, in the ports of France, Spain, Holland and Naples, presents a commentary upon the friendship of France sufficiently hostile to American prosperity, to excite all the applause of the democrats, from one end of the continent to the other. No doubt they went over all approved the conduct of the great emperor the best object of their respect and veneration. Let the people read Mr. Walsh's Letter "On the Genius & Disposition of the French government" and they will there see all this conduct predicted, from the known hatred of Napoleon to commerce in any shape; void.
