Senator Howe, of Wisconsin, one of the stalwart Republicans, and a hard old case generally, made in the Senate on Monday a bitter attack on President Hayes' Southern policy. He proved conclusively what every one already knew, that if Hayes was elected so was Packard, and that the former is acting a living lie by remaining in the White House while Nicholls is supreme in the Pelican State. He eulogized to the skies Returning Board Anderson, a man proven to be without principle by the testimony of dozens of witnesses and two or three Republican committees. Old Howe's disgust is so great that he almost yearns for Sammy Tilden. The matter with Howe is that a strong movement is on foot to turn him out of the Senate and put a better man in. Hence those tears.
