SALEM, January 1.

The British Parliament met, and proceeded to business, on the 11th of November. We have received no paper by Capt. West, containing his Britannic Majesty's speech delivered on that day: It appears, however, by the address of the House of Lords (supposed, as usual, to be an echo of that speech) that he had ordered the Definitive Treaties with the Courts of France and Spain, and signed the one with the United States of America, and the Preliminary Articles ratified with the States General, to be laid before them: and that the principal matter recommended to their consideration was the maintenance and improvement of "the valuable advantages derived from, their East-India possessions, and the security of the happiness of the native inhabitants of those provinces"--it don't appear that the speech contains a word about Ireland, though "considered as the grandest object which at present offers to the politician's eye, through all Europe."
