SENATE.
The Senate met at 12 m.
A message was received from the House of Representatives, stating that Messrs. Mullins, Haskell and Richardson had been appointed a committee: to report what changes are necessary in the mode of electing officers to conform to the Act of Congress, relative to the election of Senators of the United States; and asks the appointment of a similar committee on the part of the Senate.
Mr. Buist submitted the report of the Board of Commissioners of Free Schools for St. Phillip's and St. Michael's: also, the memorial of the merchants and flour dealers of Charleston, asking for an additional brand to those already existing.
Mr. McQueen submitted the presentment of the Grand Jury in the Court of General Sessions for Chesterfield District.
Mr. Frierson submitted an extract from the presentment of the Grand Jury for Sumter District.
Mr. Arthur presented the account of J. J. McCarter, for stationery for Court of Appeals.
Mr. Fort presented the return of the Commissioners of Free Schools for Lexington District for the year 1866.
Mr. Kershaw submitted the presentment of the Grand Jury of Kershaw District, at Fall Term, 1866.
Mr. Henery presented the petition of the Zion's Evangelical Lutheran Church and the Methodist Protestant Church, praying an act of incorporation; also, the petition of C. F. Volger and others, for incorporation of the Charleston Independent Turner's Association.
Mr. G. W. Williams also presented the report of John R. Patton, Agent of the Catawba Indians.
Mr. Bratton presented the report of the agent to collect and record the names of deceased soldiers.
The following bills were introduced by the following Senators:
Mr. Tracy—A bill to extend the time in which to re-record lost instruments in writing; also, a bill to alter the law in relation to the publication of legal notices in newspapers.
Mr. Buist—A bill to increase the compensation of the Judge of the District Court for the Election District of Charleston; also, a bill to authorize a temporary modification of the free school system in the Parishes of St. Phillip's and St. Michael's; also, a bill to incorporate the Carolina Planters' Aid Company.
Mr. Henery—A bill to incorporate the Wentworth Street Lutheran Church; also, a bill to extend the charter of the Charleston Fire Company of Axemen; also, a bill to extend the charter of the Marion Fire Engine Company; also, a bill to incorporate the Charleston Independent Turner's Association.
Mr. McQueen—A bill to incorporate the Cheraw Bridge Company.
A bill to repeal the Usury Laws of this State was debated, and made special order for to-morrow, at 12 M.
Message No. 2 from His Excellency the Governor, giving a report of pardons granted by him, was communicated to the Senate. Adjourned.
HOUSE OF REPRESENTATIVES.
The proceedings were opened with prayer by Rev. Mr. Capers.
Mr. Robert H. Reaves, a member elect from Marion District, attended, was sworn, and took his seat.
On motion of Mr. Richardson, a message was ordered to be sent to the Senate, asking leave of that body to amend the bill, accepting a grant of land from the United States, by striking out all after the enacting clause, and inserting another bill.
The Senate sent to the House a message rejecting the following bills: "A bill to abolish imparlances in suits at law," and "a bill to increase the pay of constables attending at Court."
The Senate sent to the House a message that a committee of three members of the Senate be appointed, and requesting similar committee by the House, to report what arrangements and provisions should be made for the election hereafter of Senators from this State, in the Congress of the United States, in view of the requirements of an Act to regulate the times and manner of holding elections for Senators in Congress, approved July 25, 1866.
The Senate sent to the House a bill to authorize the issue of bonds or stock to pay amount due the contractors for marble work of new State House; also, a bill to provide for the admission in evidence of wills made in the execution of a power; which were read the third time, and the titles changed to Acts.
Mr. Haskell presented the annual report of the Trustees of De La Howe Institute of Abbeville District.
Mr. J. W. Moore presented the return of the Board of Commissioners of Free Schools for St. Luke's Parish.
Mr. Elliott presented the petition of William A. Morock, praying recharter of White Hall ferry and grant of same; also, presented the petition of certain citizens of the town of Beaufort, praying for the incorporation of the Beaufort Club; also, a report of the Commissioners of Free Schools for St. Helena Parish.
Mr. Barker presented the memorial of the Charleston Chamber of Commerce, and Board of Trade, praying for the repeal of the usury law.
Mr. Lord presented the report of the Board of Commissioners of Free Schools for St. Phillip's and St. Michael's Parishes; also, petition Vigilant Fire Engine Company, praying renewal of its act of incorporation; also, the petition of W. B. Wesson, C. J. Leigh, and others, petitioning for an Act of incorporation for the Carolina Planters' Aid Company.
Mr. Lucas presented the report of the agent to collect and record the names of deceased soldiers.
Mr. Gavin presented the Free School return for St. Bartholomew's, for the year 1866.
Mr. Farmer presented the petition of the acting trustees of Walterboro Male Academy, for an act of incorporation.
Mr. Ball presented the petition of George Anderson and Nancy Caldwell, praying for recharter of ferry on Saluda river, in Laurens and Abbeville Districts.
Mr. [name missing] presented the return of the Commissioners of Free Schools for Lexington District, for the year 1866.
Mr. Covington presented the petition of certain citizens against the incorporation of the village of Bennettsville.
Mr. Suber presented the memorial of sundry citizens of Newberry District, asking a change of election precincts; also, the report of Commissioners of Free Schools for Newberry District.
Mr. Talley presented the account of J. J. McCarter, for stationery furnished the Court of Appeals; also, the petition of William Dougherty, praying the renewal of certificate of stock in lieu of that lost or destroyed, and also payment of amount due for work done on State House.
Mr. Bachman presented the petition of Thomas Dent, praying compensation for services as Messenger of the Court of Appeals.
Mr. Richardson presented the account of the Commissioners of Public Buildings for Sumter District, for work done in preservation of the public records; also, the petition of sundry citizens of Sumter District, recommending some permanent provision for July Holladay, a freedman, who lost an arm and a leg in the service of the State.
Mr. Rawlinson submitted the report of the Commissioners of Free Schools for York District for 1866.
Mr. Pressley presented the petition for recharter of Johnson's Ferry.
Mr. E. Black introduced the following: That as this State is at present excluded from the representation in Congress, to which she believes herself constitutionally entitled; and an election at this time would have to be made in entire ignorance of the political issues in which the State would be interested at the time when, by any apparent probability, she would be permitted to exercise her right of representation, that in the opinion of the General Assembly of this State, it is inexpedient to proceed at this session to elect a Senator for the next Senatorial term of six years, commencing on the 4th March 1867.
Mr. Haskell introduced a bill to regulate elections for Representatives in Congress.
Mr. Hutson introduced a bill to provide speedy mode for settling the value of the consideration of contracts. Also, a bill to extend the powers of the Ordinary in relation to real estate, and to declare the law in relation to words of limitation in wills and other written instruments.
Mr. Tew introduced a resolution relative to a plan for more justly and impartially assessing real property in the State, as required by the Constitution.
Mr. T. P. Mikell introduced a bill to alter the fence law.
Mr. Lord introduced a bill to renew the charter of the Vigilant Fire Company.
Mr. Seigling introduced bills to extend the charters of the Marion Fire Company and Charleston Axemen, and to incorporate the Wentworth Street Lutheran Church.
Mr. J. R. Aiken introduced a bill to amend the charter of the town of Winnsboro.
Mr. Townsend introduced a bill to incorporate the Cheraw Bridge Company.
Governor's Message No. 2 was then read.
Mr. Warley introduced a bill to declare valid the recent election of Intendant and Wardens of the town of Timmonsville.
