CONGRESSWOMAN Mary T. Norton (D-N. J.), sponsor of the anti-poll tax bill, is congratulated in Washington by House Majority Leader John W. McCormack (D-Mass.), after her measure was approved by the House 273 to 116. It was the fifth time in the last ten years that the lower Chamber has approved legislation to outlaw payment of a poll tax as a prerequisite to voting for President, Vice President and members of Congress in either general or primary elections. Always before, the measure has failed to get Senate approval (International Soundphoto).
