Baltimore, September 14. -- The Minerva, arrived at this port from Liverpool, sailed on the 5th August. She gave her newspapers to British cruisers by whom she was boarded on her passage. But she brings verbal intelligence that our declaration of war was authenticated on the 27th July in England; an embargo was laid on the 1st and continued to the 3d of Aug. at which time all vessels were permitted to depart which had previously obtained licences. Licences for vessels coming to this country were to be granted until the 15th of August. On the coast the Minerva was boarded by the British frigate Shannon, who put 37 prisoners on board, and on Thursday by the Belvidere, who put 7 on board. On the 30th of July, the Prince Regent prorogued the British Parliament. The speech slightly touches upon the war with America. The Prince expresses his hopes that the relations of amity and peace may yet be restored with the U. States; but if not, he relies on all classes of his subjects to enable him to prosecute the war with vigor. An order of council was issued on the 31st of July, laying a general embargo and authorising all American vessels met with at sea, except those having British licences, to be captured by the cruisers and privateers of England, until further orders.
