SECRETARY ALGER, of the war department, at the instance of the president, has extended an invitation to the members of the house and senate committees on military affairs to go with him on a tour to Cuba and Porto Rico. The party is to start from Washington March 6 and will spend about three weeks in the two islands. The president, it is said, is very anxious for the two committees to glean more information about the military government of the two islands than can be obtained from the official reports and hearsay evidence.
