Mr. Fenno,
You obliged me some time ago by giving my short address to Congressmen on the New Emission Bills, which I wish others, lodged in the Treasury for payment, but as I live hundreds of miles from the seat of government I know not what they have done; but I was very much worried lately by being told it was uncertain whether Congress would pay our bills-however I won't believe Congress will cheat the old Soldiers who took these bills for so much hard money. It would be strange indeed after paying other debts, and millions of state debts, they should now at the winding up of all, refuse to pay this small sum of Bills which carry on them the most sacred promise of the United States-It seems to me impossible for any men with souls in them to do such a- thing-and it would be astonishing beyond all things if Congressmen in the highest seat of government/ should so violate all faith to wrong a few poor soldiers out of what is but a small sum in the whole.
Some say nothing is impossible, but I don't believe this is. If there is no faith to old Soldiers, there is no government.
