Eight of these promotions were brought about by the presence of mind of Officer Halpin, who was the only one of the new men who had presented a formal application for the promotion.

Commissioner Sullivan thought all the men who were elected at the time Mr Halpin was put on should be promoted. too, but some one said that if they were too modest to ask for it. it would be well to wait until they got a little more nerve and came in and looked after their rights. During this discussion Mayor Kilduff asked the chief if he thought all the new men were entitled to promotion and received this answer:

"Yes, sir. I should be pleased to sign an application for everyone of them." And so it came to pass.
