That there will be no delay in the granting of a certificate of election to U. S. Senator-elect Arthur R. Gould of Presque Isle, was indicated last night when Governor Brewster announced that the governor and council would meet Saturday, Dec. 4, to canvass the returns of the special election of Monday and then issue the document to the successful candidate. It will be immediately dispatched to Washington where it will be received by Senator-elect Gould in time for the opening of Congress on Monday.
