BOSTON, January 30.

ORIGINAL COMMUNICATIONS.

FROM NEW-YORK, JAN. 20, 1790.

The subject of the Western Territory is referred to The Secretary of the Treasury--who is to prepare and report a system for the sale of the unappropriated lands.

A Committee of conference is chosen to determine on the mode of taking up the unfinished business of the last session--If it is taken up de novo, new Bills on every subject may be originated--and that respecting the permanent residence will be lost, and the whole ground to be travelled over again--and this indeed will be the case. let it be brought forward in what shape it will--I wish it might sleep for a score of years, or so.

The Committee on that part of the President's Speech respecting the south-western frontiers informed the House that they were ready to report--This occasioned the doors of the gallery to be shut--but as they did not long remain so, I am suspicious the business was recommitted. Time will determine.

The report of The Secretary of the Treasury will be out on Friday--it is contained in about 20 sheets folio--What will be its fate is uncertain; but my opinion is, that the plans will be adopted.

There are some in both Houses who are opposed to funding the debt at more than three per cent. The report is a most masterly production--The Secretary is one of those characters, which are created for the great exigencies of nations.

Mr. Madison and Mr. Parker arrived to-day--we have 19 Senators, and 46 Representatives present.

The foreign debt of this State. mentioned in the papers to have been paid off, was a debt contracted by this Commonwealth in its individual capacity, with a House in France, at the commencement of the war, and applied towards defraying our internal expenses.
