Letters from the Danube advise that the Russians seem preparing to open the Campaign early, and that Count Romanzow has received express Orders for that Purpose, and in Consequence is calling in his Detachments from the Pruth to enter Valachia; but others attribute these Movements to Advices received that the Turks had greatly harassed such of the Russians as are posted at Bucharest, Tergovist, Buczani, and Jalomiza, whom the Badness of the Roads had hindered from receiving the Reinforcements ordered to join them from Kiow. The Russians have also greatly suffered from the Badness of the Weather, which prevented their receiving Supplies in proper Time; but the Cavalry fared the worst, being in the greatest Want of Forage.
