By a vessel (arrived at Baltimore) that left Cadiz the 17th of January, several pieces of verbal intelligence were handed to the public, such as that Spain was vigorously preparing for war against France; that four thousand regular Spanish troops had deserted to the French—that a French army was entering Spain, and on their march to Madrid, &c. &c.—Capt. Fowler, however, who arrived here on Friday last, and left Cadiz the 29th of January, says not a word of those extraordinary movements. We may therefore conclude the accounts by the Baltimore arrival to be erroneous.
