CHICAGO, Jan. 29.—A Tribune Washington special says the Committee on Ways and Means has assigned Tuesday for the consideration of the reciprocity treaty between the United States and the Hawaiian Islands ratified by the Senate during the special session of March last. The treaty contains the following provision: "The present convention shall take effect as soon as it shall have been approved and proclaimed by His Majesty, the King of the Hawaiian Islands, and shall have been ratified and duly proclaimed on the part of the Government of the United States, and not until the law to carry it into operation shall have been passed by the Congress of the United States of America."

This proviso it will be seen requires not only the ratification of the treaty by the Senate, but a special act placing the articles covered by it on the free list before it goes into operation. Mr. Wood, who has charge of the bill, will advocate it in the Committee, and Kelley, who is opposed, will reply. The discussion it is thought will be quite sharp. Kelley's opposition is understood to be based not so much on the merits of the question itself as on his general opposition to any measure looking towards the reduction or abolition of the tariff or its operation, which may be considered as a precedent for the negotiation of reciprocity with Canada.
