This proviso it will be seen requires not only the ratification of the treaty by the Senate, but a special act placing the articles covered by it on the free list before it goes into operation. Mr. Wood, who has charge of the bill, will advocate it in the Committee, and Kelley, who is opposed, will reply. The discussion it is thought will be quite sharp. Kelley's opposition is understood to be based not so much on the merits of the question itself as on his general opposition to any measure looking towards the reduction or abolition of the tariff or its operation, which may be considered as a precedent for the negotiation of reciprocity with Canada.
