The archduke, brother to the emperor of Austria, in an address to the states of Hungary, dwells on this interesting topic in a manner that can neither be mistaken nor neglected by the belligerent powers. The influence, which the emperor Napoleon has acquired in the cabinet of Austria is clearly demonstrated in this address, and combined with the spirit which France has been able to excite against Russia, Prussia and Turkey, the temper of Austria cannot fail to dispose the emperor Alexander to listen to pacific overtures. Nor is it at all improbable that, to increase this disposition the proposals of France will leave Russia in possession of her Polish provinces as the emperor of France has never discovered much anxiety on that point.
Prussia must adopt the determination of Russia, and Sweden, in her late arrangements with France, has conceded much of her warlike declarations. The conduct of Baron Von Essen, who concluded an armistice with marshal Mortier, has been approved, and honors have been conferred on him by his Swedish majesty.
Whether G. Britain would be willing to continue the contest, single handed, and under the proscriptions, which France, in the event of a continental peace, would be able to establish against her throughout Europe, cannot be of difficult solution—That, under such pressure, she should engage in a war with the United States, must be the last act of political despair.
