The Virginia Controversy.
The Governor, as will be seen by a Special Message which was communicated to the Legislature to day, very properly asks to be excused from becoming, as requested, the organ for communicating, to the Executive authorities of Virginia and South Carolina, Resolutions which, in his judgment, are as repugnant to the first principles of civil liberty as they are hostile to the spirit and letter of the Constitution-Resolutions which are as degrading to a Sovereign State as they are unworthy of the Representatives of a Free People.
The Legislature of the State of New-York, by the adoption of these Resolutions, has given its inglorious sanction to Laws passed by Virginia and South Carolina, authorising aggressions upon the Commerce, and putting in peril the liberty of our citizens. This question now goes down to the People. We are content to leave it with them.
