The present State of Europe might lead us to the following reflections. Britain has displayed its naval strength long enough to prove, that it can exercise a powerful rivalship, and a strong combination of nations, Should the attention of France continue to be directed to its marine force, France must soon become equal to a contest for the dominion of the sea. France has displayed to the world the great progress made in its naval affairs. Its fleets cross the Atlantic, and are disciplining for the greatest naval strength. A single action might be decisive of the great question of dominion on the sea. In such an alarming situation, and approaching to the most awful crisis, Britain must divert the attention of France from the sea. The Continent must be the seat of war, Then should Russia and Austria again yield to France, the same power remains to Britain as in the close of the last continental war. Then Britain is safe and the powers of the Continent suffers. The subsidies then which are to be paid on the Continent, are for the risk and the damages, in whatever manner the war may terminate ; as it is very probable, France may wish some repose after a long or a warm contest with such powerful neighbours.-Should France afterwards venture to continue the war with England and refuse peace, Britain may prefer the last blow rather than the first, and a long time to profit from every event, especially as France will have less naval strength, the more the commerce of France is interrupted.-So then should war begin again on the continent we may possibly see nations weakening and destroying each other, to save Great Britain from destruction, for which their highest reward may be to sit down exhausted and oppressed forever. We may view the proud dominion of Britain on the sea with astonishment. But we see a greater power in her councils, when she can induce the other nations to take a war into their bosoms, to relieve her, and to open their own country for the flames which had commission to spend themselves upon distant countries.
