MARTINSBURG, January 27.

Irregularities in the Post-Office department, have some time past subjected
this part of the country and particularly the inhabitants of Martinsburg and
its vicinity to frequent disappointment
and serious inconvenience. For four
weeks past we believe not one mail, has
regularly arrived at the Post-Office in
this town from the South, and, from
causes we are unable to explain, that mail
has become the only one by which we
have for a considerable time past received
our letters and newspapers from every seaport town in the union, although
that which arrives here every week and
formerly brought our Northern papers
in less than four days from Philadelphia
is still continued.
We are not so charitable as to believe
that this change, and these frequent disappointments are to be laid solely to the
account of bad weather and bad roads.
We are afraid that it proceeds from a
source that the generality of persons
would scarce suspect that it is to be
traced to the very head of the department and to that degrading policy that
hesitates not to stoop and employ in its
service the smallest lever that can be
found, to move and to support public
opinion. Mail carriers are of this description, and we are, more than half
inclined to think that they have so good
an understanding with their employers
as not to fear too severe a scrutiny into
their conduct. We are in possession of
some facts that more than justify a suspicion of this sort and if unfortunately it
be well founded, we have little hope of
redress according to the vulgar saying
'we must grin and bear it.'
