CONSTANTINOPLE, Sept. 10.

The preparations for war continue with activity; the Turkish Ministry seemed at first but little concerned at what had taken place in the Crimea, but, it is apparent, they now think differently in that respect. All depends on the answer which Russia makes to the offer of the mediation of the Court of France. If that mediation is refused, war will inevitably take place; the Turks cannot consent to the Russians occupation of the Crimea, which is considered as the barrier of the Ottoman empire.
