Atlanta. Ga. (ANP) - Paul W Starnes, 51. factory worker here was disappointed last week when his application for a gun permit was turned down by police officials. Starnes assured authorities that he has been shooting pistols. rifles and shotguns for 20 years and claims he's about as good a shot as anybody
