SAN FRANCISCO, Feb. 17.—The officials conducting the Sailors' home and the representatives of the Manufacturers and Shipowners' association have joined forces to present a common front to the Sailors' union of the Pacific coast. The union maintains that coasting vessels shall carry only union sailors, and the organization has been so powerful as to control the schedule of wages. The war against the union is to be renewed with vigor, both in the case of deep water ships and coasting vessels.
British Consul Donohue has been investigating the custom of masters of ships to charge a bonus of from $5 to $10 for shipping sailors, this being by the boarding-house keepers, and in turn imposed upon the sailors. Consul Donohue has issued a proclamation to the masters of a number of British ships, calling their attention to the illegality of such proceeding and urging its discontinuance.
