COLUMBUS, Ga. — (ANP) — The Columbus Ledger-Enquirer warned last week that Negroes could gain a balance of power in state elections under the new civil rights law and Georgia's unique county unit system.
The paper did not explain the county unit system, but noted the heavy Negro voter registration which will result from the civil rights bill could not be absorbed under the present system without resulting in the balance of power.
Without the unit system, the paper continued, the heavy registration could be absorbed.
The civil rights bill authorizes the government to take corrective action in counties where there is a wide difference in Negro population and Negro registration.
