TIEL, Dec. 9.

The officers of artillery quartered here have, with the assistance of the country workmen, completed the batteries which they had been ordered to raise. They have been employed since, by the order of General Dundas, who commands here, to make out a plan of the river and its banks above and below this place. It is to extend from this to Nimeguen.

The high bailiff, the count de Randwyk, has ordered, by proclamation all the inhabitants along the dyke from Nimeguen to this place, to quit their houses and give them up to the accommodation of the troops. This has made the French believe that a reinforcement is coming.

The French call across the river, that they mean to evacuate the opposite shore, but that we shall not find in the country a single pound of bread. This operation is attributed to the great difficulty which they find in subsisting in consequence of the gallant defence of Grave, which cuts off their communication by the Meuse, and the fort St. Andre, which obliges them to pass Bois-le-Duc through a very bad road.

I am sorry to say that our sick increase daily, and our deaths are many.

We have a chain of sentinels from Bommel, to and far beyond Nimeguen, to communicate with the allies. The banks of the Waal are well defended by batteries. If the French can by any means cross it, they will turn our right flank, and by passing the Rhine high up, may at the same time turn our left flank—the inundations in that case can alone save Holland. Three bridges are already constructed across the Rhine to favor our retreat.
