By the Hunter Cutter arrived from New-York, in company with the last packet, we learn, that on the 15th of September they left Admiral Holbourne cruising off Louisbourg; that he had been joined by four men of war, viz. the Edinburgh, Eagle, Prince Frederick, and—; and that some Highland troops were just arrived from Scotland, or last Ireland.—When the season will no longer admit of blocking up the harbour of Louisbourg, then the French fleet will return to Brest; and after its arrival in Europe, a squadron as usual, will be sent from Portsmouth to block it up; which looks so much like playing a blind-man's buff, that the nation which has the superiority at sea ought to be ashamed of it: for, while we keep their men of war in port, how can we destroy them? England's game at sea should be offensive, in order to provoke the enemy to come out of port; but blocking up fleets in harbour, is, in fact, acting upon the defensive.
