Tawes Cites Aid Increase As Impetus to Education

Gov. J. Millard Tawes has told county officials of Maryland that the 42 per cent increase in State aid for schools "is evidence of the determination of this administration not to fall behind in the onward march of Maryland as a pioneer in its treatment and support of public education."

The Governor spoke at the annual banquet of the Maryland State Association of County Commissioners Saturday in Ocean City.

State assistance to the counties and Baltimore City for education has risen from $58,225,023 to $82,712,349 since he became Governor. Tawes declared.

He also noted these measures which he said were taken by the State to improve education during his term:

1. Authorization this year of an increase in the minimum salary scale for teachers—from $3,200-$5,000 to $3,600-$5,700.

2. An increase in aid per pupil from $20 to $40.

3. An increase in the per capita allowance in the incentive fund from $20 to $22, with an additional allowance of $70 per pupil of increased enrollment over the previous year. The latter provision is designed to help rapidly growing counties with enrollment problems.

4. Authorization of a State debt of $20 million to supplement the financing of school construction.

5. Authorization to establish community colleges, with the State paying up to one-third of the operating cost, or a maximum of $175 per student, to be increased to $225 per student next year.

6. The creation of a State debt of $5 million to supplement the financing of construction of junior colleges.

"These are among the reasons why Maryland finds itself in a top-ranking position among the southern states, and in a high-ranking position among the 50 states of the Union, in its support of the public school system," the Governor said.

"Maryland's $5,680 average salary for school teachers in 1960-1961 was highest among the 15 Southern states and $465 higher than the national average. The $415 it spends per pupil in public education ranks it first among the Southern states and $25 higher than the national average."
