BASLE, March 19.

By the dispositions which are making in the Valais it is to be expected that the campaign will soon open on that side. French engineers are employed there in drawing plans of all the bridges, passes, mountains, &c. and numerous troops are arriving there from various quarters.

It is announced that a body of Austrian troops, under the orders of Gen. Victor de Rohan, is stationed at the fort of the Simplon, towards Piedmont, to observe the movements of the French on that side.

Citizen Herzog, Helvetic commissary, has just obtained of Gen. Moreau permission for the Helvetic government to send two deputies to the Austrian head-quarters, to request of the General in Chief a free passage for all kinds of merchandize from Switzerland into Italy and Germany.
