The above act contains a clause laying a duty of one and a half per cent. on all goods imported into the state by a foreigner, and not consigned to a citizen, more than paid by citizens of that state, or of the United States.
And another clause subjecting to a penalty of one hundred pounds, and costs of suit, any person who shall sell as a slave any Negro or other person brought into that state after the first instant.—Every person so sold to be free.
And two clauses respecting the manumission of slaves; by which, if the slaves be under fifty years of age, and of sufficient ability to provide for themselves, the manumittor shall not be obliged to give security to indemnify the state for any expense it might incur by such manumitted slave.
The last clause of this very salutary act states, that slaves shall have the privilege of being tried by jury in all capital cases, according to the course of common law.
