The Collector of this port, it is stated, has just discovered an old law of Congress (passed 1792,) by which all the whale oil imported for 40 years is proved to be in violation of that law, inasmuch as it requires every fishing vessel to be enrolled as such, and to be provided with a license accordingly. The Collector has lately required bonds for the owners of the ship Monmouth, from a whaling voyage, for the payment of 15 cents per gallon on whale and 25 cents on sperm oil, for having violated this law. Every craft now whaling under a register, is in like condition. This discovery creates much excitement among the whalers.
