NEW-YORK, March 10.

Extract of a letter from Port-au-Prince, dated 22d of December last.

"Our General Mr. Duchillaeu, arrived yesterday evening. He just comes in time to answer a petition which has been presented by the American Captains, now in this port, complaining of the vexations committed by Commodore Chevalier de Chavagnac, who, a few days since, in hopes of vexing the Intendant with whom he was at variance on a matter of jurisdiction, and suspecting he loved the Americans, sent people in the middle of the night on board of their vessels, forced the crews to get up, abusing the Captains, and their ship's companies: and lately has caused a Captain from New-London to be put in irons, which has been the principal occasion of the above petition."
