CAPTAIN EVANS' NEW COMMAND.

His Appointment Made Solely on the Ground of Fitness.

WASHINGTON, July 24.—There has been a good deal of comment in naval circles on the selection of Captain Robley D. Evans, who stands almost at the foot of the line of captains, to command the armored cruiser New York, the finest sea command in the navy, and a prize which was sought by many other officers.

Secretary Herbert today said that he had himself selected Captain Evans for this command on the ground of absolute fitness, without consultation or suggestions from any one.
