IN SENATE CAUCUS
Washington, March 7.—At the caucus of Senate Democrats the first open break between the conservatives and progressives occurred when, by a vote of 27 to 14, Senator James P. Clarke of Arkansas was selected as the Democratic candidate for president pro tem. of the Senate over Augustus O. Bacon of Georgia.
The caucus nomination is equivalent to an election.
Senator Clarke, considered as a conservative Democrat, was put forward at the last moment by the so-called progressive element, which is supposed to represent the wishes of President Wilson. Senator Bacon is crushed and humiliated at the action of his Democratic colleagues.
So unexpectedly did the opposition to Senator Bacon develop that the old-time Democrats are unable to say what consideration they are to receive in the committee chairmanships and other Senate honors. Senator Simmons of North Carolina, heretofore conceded to be the next chairman of the important Finance Committee to succeed Senator Penrose of Pennsylvania, is anything but sure of the honor and the fate that befell Senator Bacon may be in store for him.
