Full Text

Recall of Judges.
While in St. Louis President Taft delivered himself, as follows:
Judges should be made more responsible," the President said. "and the means of impeachment be made more simple. There should be judicial procedure, a proper hearing rather than public clamor."
Mr. Taft declared the delay in administering justice in the courts should bring the blush of shame to all good Americans and that the courts of this country made a very poor showing in comparison with those of England, where the judges keep up with their dockets and where criminals find swift punishment awaiting them.
The President spoke with great earnestness on the subject of reform of judicial procedure. He said it was something with which he was most familiar and that both as a lawyer and a judge he felt free to discuss the matter from the frankest standpoint.
