Capt. Sherman of the ship Stranger, who arrived at Philadelphia on the 22d instant from Lisbon, states, that on the 15th of November advices were received at Lisbon, from admiral Collingwood, announcing that the French fleet, consisting of 16 ships of the line, and as many frigates passed the straits of Gibraltar, destination unknown. Admiral Collingwood not being of sufficient force to engage them, had dispatched cutters with the information, hoping to be reinforced so as to bring them to an engagement.
