NORFOLK Feb 1.
The schooner Water Witch, Furley, 33 days from Bordeaux, bound to Philadelphia, but chased into the Chesapeake by a British frigate, arrived in Hampton Roads on Thursday night The Water Witch left Bordeaux 22d December The 29th French Bulletin had been received there, which detailed the adventures of the army up to the 3d December. Bonaparte was considered out of danger, being so near Wilna as to receive from thence abundant supplies of provisions and ammunition. He had lost 30,000 horses by the severity of the weather and want of forage which left him barely enough to mount his own guards; he must therefore have abandoned his artillery and baggage. With all these disadvantages. however, he maintained his march without any serious loss from the attacks of the enemy, who made several unsuccessful attempts to force him to an engagement. Great exertions were making throughout Germany to supply the French army with horses - 20,000 had been already obtained Reinforcements of men were to be immediately furnished by the dependent kings and princes, to supply the emperor's losses in Russia, and every preparation would be made to renew the operations as soon as the weather would permit - Captain Ta:lev is the bearer of despatches from our minister in France- and from the French government to their minister at Washington.
